Answer:

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.

It is forbidden in Islam for a man to have an affectionate relationship with a marriageable woman, so your brother is obliged to cut this relationship with this girl, this is even more confirmed since his parents prohibit him from doing so. Therefore, your brother should be advised and reminded of Allaah.

There is no harm to supplicate to Allaah for him using the supplication of the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) which he said to a man who came to seek his permission to commit adultery: "O Allaah forgive his sin, and purify his heart and preserve his private parts from committing illegal sexual intercourse." [Ahmad].

As regards him marrying this girl, then one should study the matter and try to convince his parents to accept his marriage to her if there are no impediments in marrying her. The Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) said: ''The best solution for those who love each other is to marry." [Ibn Maajah]. It might be that his matter will be rectified and he will become pious by marrying her.
