Passing through the Meeqaat without the intention of Hajj or Umrah

Question:

A person is a resident of Jeddah goes to Taif for seeing a relative or just outing. While going to Taif and coming back from Taif to Jeddah he has to cross the Meeqaat as well as Makkah Mukarramah. Is it obligatory on him to perform Umrah while coming back as he crosses the Meeqaat and enters Makkah Mukarramah but has no intention of going to Masjid Al-Haraam. If he did not do it and has done this way many a number of times what is the solution now.
 
Fatwa:
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad is His slave and Messenger, may Allah exalt his mention as well as that of his family and all his companions.
 
It is an obligation to enter into the state of Ihraam when arriving at the Meeqaat for whoever intends to perform Hajj or 'Umrah. As regards whoever passes through without having the intention of performing Hajj or 'Umrah, then he is not obliged to enter into the state of Ihraam as the Prophet  sallallaahu  `alayhi  wa  sallam ( may  Allah exalt his mention ) said: "These Mawaaqeet (plural of Meeqaat) are for the residents of those places, and for travellers who come through those places with the intention of performing Hajj and 'Umrah." [Al-Bukhari and Muslim] Since you passed through the Meeqaat without the intention of performing Hajj or 'Umrah, you are not obliged to enter the state of Ihraam, and you are not sinful for not entering the state of Ihraam even if this happened many times.
