Governmental administrative regulations are permissible

Question

Is the enforcement of traffic regulations considered as judging with other than what Allaah has revealed? Is it permissible to violate these regulations?

Answer

All perfect praise be to Allaah, The Lord of the worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and messenger.

It is not permissible to violate traffic rules as this may lead to killing people or damaging property. Adhering to traffic regulations is not considered as judging with something other than what Allaah has revealed. This is what the scholars  may  Allaah  have  mercy  upon  them have determined. These regulations only represent an administrative system and as long as they do not lead to prohibiting what is lawful, permitting what is prohibited or violating any of the religious rules, then they should be observed.

‘Umar,  may  Allaah  be  pleased  with  him did many similar things that were not done at the time of the Prophet, sallallaahu ‘alayhi wa sallam, such as recording the names of the soldiers in order to observe their attendance rate. He also bought a house and used it as a prison. The Prophet, sallallaahu ‘alayhi wa sallam, and Abu Bakr  may  Allaah  be  pleased  with  him did not do any of these things.
