Question
I have a condition that when I use the toilet to pass water or excrete more so with the latter a thick whitish fluid comes out from my penis which soils my clothes and requires me to bath. I perform my Salah, etc. at times in this state which occurs unintentionally and at no given time. I always feel that I am impure. Does the religion have a ruling on my condition as to what I must do. How do I approach my Salah, etc. in this state?

Praise be to Allah, the Lord of the World; and may His blessings and peace be upon our Prophet Muhammad and upon all his Family and Companions.
We ask Allah to heal you and restore you to health.
As for an excretion you mentioned in your question, if it comes out of your penis after answering the call of nature, you have to remove such impurity, and then, to wash its place and the soiled spot since Salah becomes invalid if there impurity on one's clothes or place of prayer.
But, if such an excretion happens continuously and it is difficult to avoid it, then it is governed by the ruling of incontinence of urine. Please read Fatwa No. 83534, for detailed answer.
