Question
I wonder if a friend of mine wish to take scarf and put on as like Muslim woman, but she works for government, and the government disagrees with her clothing as like Muslim and take scarf. In that case, what should she do? She everyday pray take on scarf and she goes out without take scarf, I know that Muslim woman should go out take with Mahram, but to her no way to take scarf. Should she leave her job or not? Please tell me about it.
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His slave and Messenger.
Allaah has ordained women to cover themselves with a veil in order to protect themselves and remain chaste. For more benefit, please refer to Fataawa 81494 and 81768.
Therefore, it is not permissible for a Muslim woman to go out without wearing Hijab. If her work necessitates that she takes off her Hijab, then she has to abandon her work because there is no good in a job that causes the Anger of Allaah.
This is of course if the woman is not in necessity or dire need for such a job. However, if she is obliged or is in need of this kind of work, like being the only source for her to spend on herself or her children, then it becomes permissible for her to work while making every effort to avoid mixing with men. When she is no longer in need or finds another job where she can work while wearing Hijab, then she is obliged to leave this present work.
Finally, it should be noted that a woman is not obliged to go to work accompanied by a Mahram in her country as long as her going out does not require travel.
